Wordpress Website plugin rework

Currently, I have a previously built theme/plugin that needs to be reworked. Developer needs strong knowledge of PHP as there is no documentation.
Deliverables:
- Users can post ads with credits available (most logic completed)
- If users have no credits, they have an option to buy a package (Most logic completed)
- Instead of currency, users post how many credits an item costs, buyers can buy with available credits (Currently shows $ not credits)
- If users have no available credits, they can buy more (Packages and payment system completed)
- Users can buy items and points get transferred to seller. Seller loses a %10 point fee. (Can be changed by admin)
- Manual edit of user points by admin
- Users/Sellers can buy shipping online - No functionality for this yet.
Functionality right now allows this but with currency ($) but needs to be in credits (points) instead of currency.
