Wordpress theme development -- 2

Reposting because I have new specs and I am now ready to start development. I have attached a snapshot for global reference. It is purposely too small for details. Need a single-page responsive THEME developed in Wordpress from provided design. Just like commercial themes, it will allow end user to: 1. change the logo (upload) 2. change theme colors, assuming with a color picker type of utility 3. Utilize some common animated transitions, such as images that fade in as they enter window) 4. Edit all text and photo content 5. A CSS feature to allow further customization I want to simplify the ADMIN to keep the inexperienced end-user out of trouble. Maybe there is a way to limit access based on privileges?) Most everything is on the one page, however there is need for a subpage template for Privacy Policy and similar, so there is a NAV menu. The end user must be able to take the template, customize the options, and launch. I will provide layered Photoshop files with all style information and measurements, plus desktop and mobile break views. Please create only well-documented, English, CLEAN CODE AND CSS. This is a simple project so I would like to avoid chaos if any edits need to be done later. This template will not be used for sale, it is for client use. It must be an installable ZIP with demo content populating the site (not empty). You will need to sign a statement that rights belong to the buyer.
