Hello, I can make this bot easily. The limitation is 30 messages (different users) at once per second. So.. if you have 300 messages, you will send them in 10 seconds. For 3000 messages, you will send them in 1 minute and 40 seconds. And so on. Contact me for more informations!

Here are the limitations a Telegram bot has: the bot is limited to 30 messages/second for all ordinary messages and 20 messages/minute for group messages. If you exceed this limit then Telegram just starts returning errors and the bot won't work. If your project is okay working with these limits, I'll be more than happy to build it for you.
