Php, Javascript and API web development

We are looking for a web developer who is experienced with php, javascript and API for a long-term cooperation on several projects. You should speak and most importantly understand English well and have a critic mindset. We are not looking for someone who reacts on any job within seconds, but someone who actually reads what is asked for and takes time and consideration to replay. To show us you do this and to give us an idea of which logic you follow, please replay with an answer to the following questions:
- A custom made CMS is needed: build from scratch or adjust an existing format?
- How do you use comments in your coding?
- If you would build a new web-app, what is most important to you to start with: a list of user stories or a list of desired functionalities?
We will start reviewing on Wednesday the 31th of October, further communication will be on Friday the 2nd of November. Actual first job would be next week.
