Need an webapps

Hello there, I need an web application for medical reservation,prescription and so on. Almost it will be an web platform to handle various kind of medical base work under a server. I just have idea on my mind that's why I am searching for a great software engineer who can research in details to execute my ambition on virtual reality. I am very frank guy to discuss,so come up with your best proposal,I do prefer php or python as web programming language where you can use database as MySql.
