Need advice for preparing a proposal for a betting company

I need expert consulting as to what will I need to implement specific betting - odds checking sections in a wordpress website and help me develop a winning proposal. The proposal that I'm preparing is for a wordpress website that will need to include solutions to 2 client requirements: 1. A betting slip status checker where a client can use a code to check if they won or lost the bet - Something like this one ([login to view URL]) I need an expert to help me with preparing a proposal for the whole website (wordpress based), explain how the aforementioned parts can be included in the proposal, estimate how much they will cost. I will do the rest of the web design. If the work is done correctly and we gain approval for the project, I will directly assign the work of developing the 2 tools above to the individual awarded this project. For now I only need advice. Developers experienced in the betting industry will be preferred.
