Multi-level User-auth and Management (PHP)

We require a multi-level user authentication and display system with 4 levels (initially) of user access/roles and specific functionality. The first phase will only be the user auth and user management portion.
1. Superuser (admin – to manage the user system and other services and settings)
2. Company User (can have multiple domains and can access associated)
3. Domain User (can access all associated domain email users)
4. Email User (can only access details specific to the email)

The feeling is that the laravel-auth by Jeremy Kenedy covers more than the functionality required here and that some of the features might need to be removed or hidden.
The normal login and forget password functionality as well as proper password encryption that already seems built into the laravel-auth by Jeremy Kenedy.
User setup will be done by the Admin or by automated process, no direct public registration required.
This should be programmed using Bootstrap and be compatible for PHP7+ and Mariadb10+ to work on a Linux Based Server with Apache/Nginx etc.
There should be the ability to add future pages and functionality as required by means of a Custom buttons/plugins or menu facility inside this applicationso we can expand and add to it as required.
Later we will add Dashboard, Stats, Graphs, Logs etc. as plugins or modules or upgrades.
It does not need to do any messaging or interaction between users, and no profile pictures and social linking is required.
A secrecy agreement will be required to ensure the code and functionality remains between the programmer and us.
Preferred payment method is milestones for completed and demonstrated work.
It is our intention to build on this application in future with additions like - Reports, Stats, Graphs, Traffic Accounting etc. so we need to work with a programmer that is willing and committed to long term work at reasonable prices without trying to make a large profit from this one single project in isolation of the rest. However, if you don’t want to do long term work with us it’s also fine.
