mobile program with barcode scanner , serverside , ios and android application needed?

we need a mobile application to show customers detailed information about the product they bought when they scanned the QR Code on the product, Of course we need a server application as well to communicate with the mobile application. Mobile application will be communicate with the server. we will enter the data to the server one by one. we are receiving such datas from several websites, so if there can be a web scrapper for the serverside application it would be splendid. The related information will be multilingual : 1) turkish 2) english 3) google translation from english part to any language it may receive data from a website (we may created a website for it to get the related information, and we must be able to add and edit those information and create more QR codes while adding new products to our lists, the documentation may contain video , pdf ,excel, word document , etc , too, but mobile application shall not open a website directly (not like a web browser) must be render it as a program. if possible it may be stored text and update the database for working offline (not for video, sound , pdf etc . they will require internet connection , only rich text) for serverside application , ios and android application will be needed, we cannot exceed our budget , but delivery period may be extended. I tried to make mock up and algoritm for the applications , please check first before given offer. Best Regards Yucel
