Make enhancements to my wordpress website

I already have the theme I like with many customizations already in place. Please do not bid on this without reading the enhancements. The enhancements I need made are based on everything that is already in place.
1. The "Keep Reading" functionality is not working as required.
--- The text is being cut off.
----I want it to display 250 characters before the "Keep Reading" button
2. When you click on author - fix the page layout to be like the home page
--- 'Keep reading' is coming up with incorrect formatting
3. Create 'Categories' page to be like design we discussed with recent post appearing and user can click on older posts by date on left side for desktop and bottom of post for mobile.
Create breakdown of Weekly Report like how example website does (see Weekly Report Example-Mobile and Weekly Report Example-Desktop)
---- When user clicks on Weekly Report, they are taken to most recent Weekly Report article
and the dates are shown for user to click on previous articles
4. Show me what code in stylesheet is referring to in the header
