Develop an Equipment Rental Bidding Website -- 2

Looking for a developer to build an equipment rental bidding site. The site will have all of the same functionality as Freelancer, plus a few additional functions. Design layout will be provided, unless you see design and have a better solution. Must be able to implement the following core capabilities.
