Most GPS tracking systems are written in Java, C/C++, C#or NodeJS, not PHP. This is because of the way the GPS devices communicate with the host / GPS tracking platform. There is a commercially available GPS system that could be configured to track students using RFID cards, it is called GPS Enterprise. GTS Enterprise has a lot of features including email / SMS notifications/alerts for speed or other events i.e. a student boards or departs the bus, engine failure, or SOS/panic.
