Creating a custom WordPress plugin / 'top list' system

1. INTRODUCTION I’m looking for an experienced WordPress developer and designer (or team – even better) who’s capable of creating me a so-called “top list” website within WordPress, similar to www.topg.org. I’m assuming the best way to accomplish this is by creating a fully custom plugin. The idea of a top list is to let managers of game servers submit their websites to the top list. They can then link their visitors to their custom ‘voting page’, where the visitor creates a vote by clicking on a button. The more votes a game server gets, the higher the game server will be listed on the list (= better advertisement). A visitor can only vote once every 12 hours though (checked by logging the IP address into the MySQL database). 2. THE PROJECT I want my top list be similar to [login to view URL] (system-wise, not design-wise). It’ll be a general website that’ll include multiple top lists for different kind of online games. To get a better picture of what games I'm talking about, check out the full list of games at [login to view URL] (MineCraft, RuneScape, Silkroad, etc.). I have attached a PDF with a full explanation of how the top list needs to work, to get you a very clear picture of what I'm in need of. This is a serious project, and if you're the freelancer to make this a succesful project, you can expect multiple new projects in future. I do not answer to freelancers when I believe they haven't read the project information clearly, but simply copied and pasted a bunch of information about themselves.
