Complete an application -- 2

I need this fast and smooth.I can only afford 150INR. The project should not take you more than 1hour max I need a very good web app developer that understand this project to take over. I have a web app for Examination Timetable, the app is designed to shuffle invigilator between available staff/lecturers and assign them to courses they are to invigilate based on 2 conditions: ----availability: whether the staff is available for invigilation or not ----range: this determines the number of lecturers invigilating a particular course based on the number of students offering the course. The first page shows the range which the user will enter maybe 50 or any other value of choice(i.e. each lecturer is responsible for 50 students), after that the app will pick the number of students offering a course and divide it by the range entered above(e.g. range=50, number of students=300 then the number of lecturers invigilating =300/50=6(i.e. each lecturer is responsible for 50 students)). What I want is to add two other conditions to the app: ---I want junior staffs to work twice than the senior staff (snr, jnr, jnr(where they have 3 invigilators)if 6 then it will be 4 jnr and 2 snr) ---Presently date,venue,time is not part of the conditions of the workers and I want it to be. Such that if a staff is on duty by 10am he should not be on the timetable again for another course if the time and date clashes.
