Build Wordpress API -- 2

Want to get a dynamic Wordpress API / Plugin developed, which will enable an Android / iOS / Windows App to push Data to Wordpress Website or its backend DB similarly it should push any new data to the App / Browser. The Plugin / API will be independent in nature and should be able to run without any third party push features. If the Users are more than 1000, provision to queue the remaining users should also be present, so that the messages are sent without manual intervention. The API should be dynamic in nature as in: API should allow 'n' number of fields creation to be saved. Upon creating a particular field, it should automatically create a table in the backend WP db. The API (should be easily be integrable with any type of word press website) upon integrating / installing with any kind / type of wordpress website should allow admin to generate fields as per his requirement. So for eg: admin generates fields such as Name (Text), Email (email), Mobile Number (Number), User type: (Drop down list) etc.., a table for each fields will be generated at the backend. (use wordpress db or create extra tables in the WP db, but should be visible only to users who have been provided access rights OR should be stored separately in the WP DB.) This table has to store data fetched from Android / iOS / Windows app. A user will install the app and there will be sign up feature and fields will be same as stated in the API / WP site. The user will fill in the fields and will submit it. App will push data on to word press db (in the new tables created) and the sign up process will be completed. Once he logins the app, the app will simply do the task of receiving notifications which is published on the Word Press website. The notifications will consist of Category / Events / Gallery in Word Press. Also the API / Plugin should also expose code in JSON format to be consumed by mobile apps / Browsers [ the code should be integratable to use with Browser push plugins or allow ]. Use REST architecture.
