Website with data repository

I am looking for a website capable of running on a linux server, with the following capabilities. The development platform e.g. java, php, c is unimportant, but must be able to accommodate simultaneous requests by different users using cookies. The site is intended to receive stock transactions by email, which will update a mysql/postgres/oracle database. Anyone on the web who has registered with the site will be able to look at a real time stock holding. Each web page must be based on a header which checks that person accessing page has login rights. if not just take them to a login page. A facility to send data requests to the site using a url, e.g. [login to view URL] The webpage goes to a database and displays in a table all data in the database whose ID begins with SN55 i.e. will display SN55 and SN559. An email intercept daemon facility like majordomo, in that any messages sent to intercept(at)[login to view URL] will be redirected to presumably a perl script which will take the email, and extract certain data out of it, and automatically stick that data into the database. E.G. if the email contains a line SN559 200 IN, it will call up the database, find record SN559, and add 200 units to the goods received transaction, and therefore add 200 to stock in hand. This goods received transaction will be flagged by the system as having come from the sender of the email, whose name will be got from the email header. As some emails cannot be parsed, e.g. stock number SN99999 doesnt exist, or the data isn't enough to complete a transaction, the email is just forwarded onto an address e.g. manualinput(at)[login to view URL] Additionally in the previous paragraph, when I do a search on SN559 immediately after, the table will show me with another 200 units available. Additionally there will be administration pages, where the admin can see every transaction that has been posted to the database, and by what user. Graphics are unimportant at this stage, but would like a header and footer on each page for later amendment. ## Deliverables Complete and fully-functional working program(s) in executable form as well as complete documented source code of all work done. Examples of the email which gives stock movements will be provided to the successful bidder. It is hoped the successful bidder will remain available after delivery to undertake further development work at a mutually agreed fee based on his/her estimate for each work request. This initial working model will be enhanced,based on its users feedback and if the successful bidder is available to work on it, he/she will have first refusal on securing the work. ## Deadline information The deadline for delivery is around 15th October, for a first working prototype. A bonus will be payable on top of the accepted bid based on a sliding scale of working model delivery dates. This will be paid 3 weeks after delivery, and bidder will be told in advance of commencing coding how it will be calculated.
