Convert PSD to Joomla 3+ Template

I require a PSD homepage converted to a J3+ template.
Pages
- The homepage design has been provided. You are required to convert the home page PSD to a Joomla template.
- Other pages, do not have PSD designs. Instead, all other pages will be different by its modules usage.
- The colour scheme found on the homepage shall follow through onto other pages such as module styling using module class suffix, buttons, navigation, etc.
Menu (1 in the attached image)
- The menu in the picture is circular in nature rather than having a top or side menu. This will need to work on mobile and tab devices as well as the latest versions of the major browers including FF, Chrome, IE, Safari, Opera
- You are to develop this using html 5 NOT flash
- Leveraging an existing menu module system shall require approval by myself before you start
Slider Extension (2 in the attached image)
- You are to leverage an existing joomla J3 slider extension built with html 5 NOT flash
- The slider passes behind / under the home page given the appearance of looking through a broken window.
- The slider used on other pages shall work like other sliders that simply sit in the module position with a rectangular shape
- Leveraging an existing slider extension shall require approval by myself before you start

Your submission
Along with price please provide the following:
- price
- when you can start and finish the project
- which template you will leverage to start (please note template discussion below)
- which template framwork if any you wish to leverage (please note template discussion below)
- your approach to providing / building the menu
- your approach to integrating the slider module (including whether you are building with a skin or manipulation of the z-axis)
Template Choices:
- You can build a new template, leverage an existing template, and/or framework. The template providers that I am happy to work with include Yootheme or Joomart. The framework should either be Warp 7 from Yootheme or T3 from Joomlart.
- Please provide the reason why you are chosen your particular framework and/or template.
- If you build a template, it must come with the typical configuration option you would find in a professional template club such as module suffixes for changing colours andd design, badges on the modules, colour pickers for changing colours; support for LTR and RTL; various modules positions - they will be provided; typograph, responsive; mobile & tab support etc.
