Custom Programming for Joomla 2.5 site

Hack my Joomla 2.5 site. Site now has Virtuemart 2.0 with VM Vendors (multiple vendors selling music or apparel), as well as HWDMediaShare for sharing music, video and photos. Client wants to charge registered user for each upload to Store (album, song music or apparel where he is selling songs, albums, apparel) and each album or song upload to HWDMediaShare (free to download to visitors). Virtuemart 2.0 with multiple vendors thru VM Vendors allows users to signup and sell their music or apparel, they get paid with AlphaPoints, site owner pays vendor after taking his cut. But site owner wants to charge any vendor to add product to store. HWDMediaShare is free sharing of media. Site owner wants to charge users to upload albums or songs, or embedded videos. Photos and remote video is free to upload. Website is finished except for these last functions of being able to charge users to upload anything to Virtuemart store, or albums, songs or embedded videos to HWDMediaShare. Client wants users to buy credits to be able to upload, and have the functions of uploads in store and the music part of hwdmediashare to not allow them to upload without having the credits, and remove the credits after uploading. Functioned like this on his old website, which I think was some type of PHP Script. Will need hacks. Freelancer must have experience with this and know what they are doing.
