Build Custom PHP-MySQL Online System

All right, we need an online system written in PHP to work with MYSQL with the following requirements: 1st AND MOST IMPORTANT REQUIREMENT IS DELIVERY DATE. WHICH IS FIXED BY: DECEMBER 16th 2011 2nd: Same or almost the same TIME ZONE as Central Time (-6) So we can have better coms via Skype. Our online system is not THAT huge or complicated so its 100% doable by that date. But if you’re not 100% available and committed to finish this project by that date please DO NOT BID. IF you CAN and WILL deliver by that date, please Read on... Our main language is SPANISH. We are a firm of web design and hosting located in Mexico. Our client needs this system in SPANISH and ENGLISH, so translation should not be a problem. IF you are more comfortable building this online system in English only, its fine. We can translate it to Spanish. But keep in mind that this system MUST use the [login to view URL] separate of the coding for EASE OF USE AND TRANSLATION. (Just as the commercial scripts like OSCOMMERCE that you open ONE big php file that contains ALL the strings to translate them to ANY language). Also keep in mind the price. Either if your going to deliver WITH BOTH LANGUAGES READY OR JUST ENGLISH. Going deeper on the translation topic, client DOES NOT want to write twice their events (1 for each language). They wait to set as main SPANISH and if a user clics on ENGLISH -> Google translate could enter and translate whatever is on the screen. Just a thought, im not the programmer, please advice for a better solution to the translate to English topic. We're open to ANY suggestions. Overview: Our client needs an online system to post info (mainly EVENTS, which include DATE + DESCRIPTION + A PIN ON GOOGLE MAPS) to be stored in a MYSQL databse. This info is then viewable by their clients after they LOGIN The MYSQL DATABASE Must have 5 databases (or tables) they will use to STORE this events separately: • General • Region 1 • Region 2 • Region 3 • Region 4 So as an Admin, you login, go to ADD NEW EVENT -> Select to WHICH database (or table) this new event is going to be inserted on, Select the date, add the text (long description) and then GOOGLE MAPS API must be under that ready to place a PIN so this EVENT can be "placed" on a map (for later usage) System MUST have: • Admin panel to add the events to the system. • Google Maps. (We will use mainly MEXICO) • Admins user level: To start there are gonna be 5 admins (but if the master admin decides to add more can do so without limit.)1 master and 4 2nd level admins liked to one of the regions, which can ONLY capture data to their liked region and General. Master admin can capture anything also Edit and delete any post. Create, edit, delete users. Create, edit, delete 2nd level admins. 2nd level admins can only CREATE new events and EDIT their own posts, but CANT delete. • User levels: ALL Users, when created via admin panel (users only have 3 fields. username, password and email) are linked automatically to GENERAL database (so they can check out general's events) and ONE REGION (could be Region 1, 2, 3 or 4 with contains region's specific events). But ANY user CAN search and VIEW events from a different REGION if they decide to do so. Description of an example of this system usage: Client 50 enters the system. This user is liked to GENERAL and REGION 3 for example. He needs to login. Enters his user and password. The 1st thing he sees is the OVERVIEW Tab, which will have the following info: EVENTS THAT TOOK PLACE ON YOUR REGION (users chart) |- GOOGLE MAPS -| Displaying the pins of the events that took place on this user specific region (Which for this example is REGION 3) ** This is to give the users a VISUAL idea of whats going on on THEIR region.
