Template 2x to 3x upgrade

am looking for template upgrade from 2x to 3x joomla. Change the logo from old to new logo will provide new logo. Make the top part of the template better. Add corners rounded tabs to the top menus to give it a uniform look. Fix the search and subscribe buttons and add lettering Newsletter and Website. Add a static Accordion newsflash on other pages joomla style Customize the forms for pool parties, employment, request a quote. Add a small contact form in the contact me page and some pages using extensions. Add two more social media tabs at the top. Add a small request a quote in some content in the webpage. Add a small scroller at the bottom to show news and pictures in other pages. Add a small map with dots so when they click it opens up a small widow with telephone numbers and when they click it takes them to the contact page. Must not show phone numbers in IE. A section four time where when they point they mouse will show some text and then clicked will take to a different page. This will be for a couple of pages in the website if not all. Add some orange, red, and sky blue and navy blue to the CSS..For example headings and forms Add some more shadows around the I would also like the template to be improved on CSS. The CSS is terrible the last coder did a terrible job. Needs a lot of CSS!!!!!Need CSS to be split in different pages!!!!! For easy reading if needed. Please provide samples for consideration. I will pick the most professional, experienced and lowest bid. This is not a complete template design just some logo addition, template upgrade and CSS Cleanup
