Making responsive an Express-Vuejs (webpack) progressive web app

We are building a pwa (progressive web app) using Vuejs with webpack and we want to hire a freelancer to make our app responsive as it is not well done currently. The requirements are as follows :

- experience in vuejs and webpack project

- the environment already set up (node, git, linux or mac)

- great knowledge of css and responsive

- able to start quickly cloning source code, importing database and working locally
