Pet activity video clip app

I am looking for a web- and smartphone app (browser, Android and iOS) for behavioral biology research on pets: It shall allow to record a pet's behavior in (many) 5s-clips. The app shall allow me to do the following: 1) A user with a pre-approved email address shall log in with email/password (incl. the usual "forgot password" function and optional 2-factor-authentication via email) 2) Choose a specimen from drop-down list (pet type like parrot, parakeet, canary, rabbit, guinea pig, cat, dog, chicken etc.) and pet's name. Save that information in a DB for fast look-up in the future. A user can only see edit edit her/his pets. 3) Record a 5-second-long video clip after pressing a start/trigger button, using a webcam (in case of desktop/browser) or the front or back cameras (selectable). If the action is shorter than 5 seconds, a click on the same button allows to stop the recording, otherwise it stops after 5 seconds. 4) Allow the start button to also be triggered via Bluetooth on a smartphone (e.g. with a bluetooth selfie stick or other HID device). This is not applicable in the web/browser version. 5) Automatically name the files according to timestamp, user, pet type and pet name, favorably no spaces in the filename. 6) After stopping the recording, automatically upload the clip to either a local disk (requires dialog for choosing the directory), phone storage (default video directory), or a cloud storage space (dropbox/GoogleDrive/SynologyDrive/NAS...), to which one has to log in via the usual credentials for those cloud spaces. 7) Add a score/leaderboard function for the user, counting the contributions of clips in various displays like contribs per day/week/month/year, bar diagram for the history of the user, button/toggle for choosing whether to share that information with other users. 8) Provide a table export function of the user statistics. 9) A route to the user's dashboard, detailing the number of clips by pet type and pet name 10) A templating structure shall allow for varying designs (look and feel, branding etc.), for example bootstrap template 11) The app shall probe whether the device uses WLAN as upload channel. In case of LTE/4G/3G it should ask for confirmation. This app shall be working on desktop computers with a webcam, as well as on tablets and smartphones. Therefore it is suggested that it shall be programmed in a javascript framework. My personal favorite is OracleJET, because it hosts a multitude of enterprise-grade features. Other options might be meteorJS, vueJS, aureliaJS, emberJS or equivalent, so that a single code base can be developed, maintained and deployed on a web server as well as be compiled and used as native apps on smartphones.
