Fast GPS based photo inspections for houses - Report builder Mobile App

We would like to be able to edit the template of multi able choice questions as our needs change in the future. The end user should not be able to edit the template (just the super user or owner of the app). This mobile app will not be publicly available. When a user arrives at the first house on the inspection they should start the new app and take a picture of the exterior of the house, save the picture and start the home inspection report. The app should use the GPS location of the device and suggest possible valid address for this house that the user may select from in a menu with one click and no scrolling, then it will be added to the report. It should also allow the user to manually type in an address on the rare occasion that none of the suggested locations are not satisfactory. Now there will be some multi able choice questions.
