Booking and Enrolling App

I'd like to create an App for both Android and iOS where a person can see the events listed in my business and enroll to them
They could also see the rooms availability and book by hours or days. If they book something, they'll receive a confirmation after booking and a reminder previously set by user. They need to mark the room as being used prior to certain time of the event, otherwise the room will be freed and a fee will be charged for tardiness. If they arrive on time, only the regular fee (posted during the reservation process) will be charged.
The booking of the rooms or the enlisting to any of the events, needs to be synchronized (real-time) with my CRM (vTiger), meaning that the booking and enrolling could've done either on the vTiger directly or in the App. For any enrolling or booking, a notification is sent to an admin (this is already happening on the vTiger side). The Apps language will be in Spanish
