Android Developer needed for Customised Camera API, Swipes & OCR (Your bid will be ignored if you do not read my project brief & answer my questions)

Hi Freelancer, WHAT I NEED: This project requires a highly skilled Android Developer who can 1) Customise the Camera API according to my jpg design 2) Code the Tesseract OCR into this project 3) Code the Swipes Functionality into this project The entire project is described below in complete detail so you have enough information to estimate your time/costings & the technical skills required. PLEASE DO NOT: 1) Ask for documentation or more information. This shows you have not read the project brief properly. 2) Put a placeholder bid on this project. This is the thing I hate the most because it wastes my time having to talk to you about a price you never had any intention of honouring. 3) Ask for releasing of any milestones before completing this project. ABOUT THIS PROJECT: Stage 1. The Main Screen Create the Main screen by customising the Android Camera API. Check the uploaded file "[login to view URL]" & "[login to view URL]" for a preview of what the main screen should look like. I will provide the winner with a PSD version of this jpg. a) The main screen is made up of a live view of the front camera so you will need to customize the camera API b) Superimposed over the live camera view are four buttons c) Also superimposed over the live camera view is a drop down select list with four options (NSW License (default), Australian Passport, Queensland License, Victorian License) c) On the main screen, if the user selects the Camera Light Button - it activates the Camera front camera light d1) If the user presses the "Take Photograph" button, this should force the camera view to focus & then take a photo & display it on screen d2) If the user presses an area of the screen, the photo will be deleted and screen will return to the camera API d3) If the user presses the "Start AutoScan" button again, this will start Stage 3 - the OCR engine - to scan 3 selected areas for text Stage 2. Swipes Swipes are three lines on the screen that have been "drawn" by the user to indicate which regions of the screen the OCR should scan for Line 1/ Pink Line) First & Last Name Line 2/Green Line) Date of Birth Line 3/Blue Line) ID Number The Main screen should already contain three swipes a) Selecting the "Adjust Swipes" button should allow you to move the lines by touching the line and then dragging it to a new position. b) Selecting the "Create Swipes" opens a different screen which is not a part of this project Stage 3: OCR Engine Take the photo from Stage 1 & the regions to scan from Stage 2 ... then scan for text using ONLY the Tesseract Engine.
