Hi there! As far as I know this is possible only for jailbroken iPhones (because official Apple's SDK doesn't allow to third-party apps to control your notification setting). However it is possible to develop such app which will work on JB phone. As a former JB/Cydia dev I can help you to brings your dreams to true.
