Development of an IOS Based MP3 Player User Interface for an iPad Mini or Standard iPad

To develop a simple touch based user interface for Mp3 playback. Each Mp3 track to have a single graphic representing a placeholder for the tune (much like an album cover in a playlist - see attached pix), the interface must have a simple single playback control (play, start, loop, stop, rewind, pause and a play progress indicator; all touch enabled).
Audio controls must be big enough for average fingers. ie: have a single master audio control for any one track selected.
The album style graphic can be png or JPEG. Resolution is up to the developer.
The iPad presentation screen is to show up to 6 MP3 spots - so graphic space is to be large for each track. To clarify, the screen would show a two by three tune layout (see attached pix) as if in portrait orientation.
More tracks can be scrolled into position if needed. If screen rolls to landscape position, just show what can be shown or limit to just 4 track selections. You decide. If using a standard iPad, graphics can optionally be scaled up to meet the 6x3 layout or just show more tracks. You decide.
Number of total loadable tracks is to be limited by installed RAM. Provide an estimate of the number of tracks that can be inserted based on RAM options. Average MP3 size is estimated to be 10MB max.
You must provide a simple user control interface to upload custom graphics, the MP3 track title (character limit ??) and the associated MP3 track itself - see attached pix for details. MP3 track can be encoded at any bit rate, quantization and be either in mono or stereo. - 10MB per track estimate.
App behaviour:
User selects tune by simply touching applicable track graphic. The graphic then shows selection by showing an outside glow around the graphic or alternatively, provide another obvious indicator of selection. The master controls are now available for that selected track. Once track has been selected and PLAYING, no other track can be enabled unless the current track is 'Stopped'. Place the title of the selected track just above the playback progress bar.
This IOS application must be easily installable on a mini or a standard size iPad via the USB connection. The application must not be cloud and/or iTunes dependent: the app is to be run on the iPad as a stand-alone program with no other external support or activity dependencies. Any supporting plugins are allowed in aid of running this app. Preferably free from the app store.
Deliverables:
1 iPad app executable and/or any supporting code to run this application,
-- executable is to offer a user upload configuration interface and the execution and running of the app itself.
Design of UI behaviour and controls is up to you.
2 Provide a short 2 to 3 page User Guide indicating how to install, configure and run app.
-- User Guide to also include minimum and suggested ipad features, offer suggestions or mention must have plugins if applicable and to provide the album cover graphics specification.
Terms:
1 as the developer, you and other unauthorized persons cannot use the results of this development effort for personal gain and/or resale of this app to any second or third parties. You agree to pass unrestricted ownership of this app executable exclusively to me, the first party. Source code is not a deliverable.
2 As the winner of this contract, payment schedule is 25% upfront as an act of good faith, the remainder (75%), is after acceptance of the app in good and reliable running order as per requirements and expectations noted above in this statement of work.
