"Kickstarter"-like donations web-app

I do not have a preference as to what framework to work with so please recommend. The association requesting this project is a non profit organization and my company will be funding 100% of the cost so please consider this when you send the price. We will NOT be making and money off of this, so please send me your best possible price. I will be providing 100% of the design for the front end. Overview Online idea tank for young entrepreneurs looking to make a positive change in their own environment. Very much like Kickstarter, ideas are posted and other users can back the idea with likes and/or pledging money. The ideas uploaded are mainly projects that fall into 8 categories: Poverty, Culture, Environment, Wellness, Education, Urban Development, entrepreneurship and Equal Rights/Tolerance. Each idea has a funding goal that when reached is converted into reality with support from users, institutions, companies, associations or government entities. Idea workflow 1. User submits their idea through the website. 2. Idea is reviewed by comity and approved or rejected (with feedback). 3. Approved ideas are reviewed by admin. 4. Admin assigns amount to be funded $ and duration of the project. 5. Idea is released onto website for public view and is open for public funding via paypal and Dineromail 6. Idea reaches funding goal 7. Idea is converted into reality Key elements • Ideas can be searched for by: o Geographic location o Keywords o Category • Ideas can be filtered by: o Aphabetically o % Funding goal reached o Most likes or most shared on social media. • Idea can be backed by likes or pledged money. • Scoreboards indicate: o Most popular projects (most likes) o Highest funded (% of total goal reached) o Recently accepted onto site o Highest shared on social media. Functionality Only homepage will contain Parallax style strolling. The rest of the pages will be regular HTML5. Automatic and manually generated emails & messages sent for various status changes. Each user will have an inbox and have the ability to send and receive messages to each other and admins. User Types 1. Admin will be able to edit all information as well as adding & deleting: a.
