I am an owner of a recruitment company. I would like to design a 15 seconds advertisement for my company using 3D graphics/animation. I am open to the creativity of the designer as long as the end product is going to be eye catching & intriguing.

Eye catching and intriguing is the best way to go when dealing with ads. I must say, however, we need to really dive into your general concept and idea of what an ad is for you. Usually, most clients think about something that is not an ad. There are several ways to approach your audience and we must not confuse an ad for, let's say, an explainer video, or an invitation to buy something.
