Conversion and edit of a NEF Photo to Adobe Illustrator Vector Line Art in Pantone Gold

Project Brief
Using the provided photo (RAW NEF Format) convert it into a gold vector line-art CMYK Adobe illustrator AI file. [see attachment01].
The road at the bottom needs to fade into the background in a dust type format, similar to the images below but still retaining some of the feel of being a road. [see attachments02 & 03]
The sky needs to be removed leaving the landmark “Big Ben” (The clock tower) as the only tall item showing above the buildings and trees, this means removing any lamp posts that are tall in a way that looks like they were not there in the first place. A very rough example of what needs to remain is below, note the approximate crop of the original image.
A strong emphasis needs to be on Big Ben so it stands out, while remembering that the rest of the image needs to be obvious, such as the person crossing the road
The background colour is C91 M72 Y56 K66 and should be a separate object. [see attachment04].
The finished work has to be printing press ready, as the gold will be printed (Pantone solid uncoated) in gold on textured dark blue card.
RAW NEF file will be provided on awarding the project as it is 20MB.
Please note that price and time to complete will be a factor in awarding this project, to be clear we are looking for an expert who gives the right price, immediate start and with the expertise to finish the project in a short time.
