Chat and Reverse Bid

I need some additions to an existing website where we have Customers and Vendors who could create their account. I need to enable chat feature on my websites where vendors could chat to customers; would need a notification area as well to show the read and unread notifications; parallely each chat notification would be sent as an email also to customer/Vendor email. This is a custom website built on core php. I would also need an an ability for customers to request for an item or vendor service. Customers will select the type of vendors and geography (states) from where Vendors would be selected by system so system can then notify the vendors for the request; once vendors receive the notification they will bid on the service or product; so we will need an area for customer to post and view their requests and an area for Vendors to view status of their quotes against the requests from the customer. Until bid is confirmed vendors cannot see customer details. E.g. customer request: need catering non-veg and veg mix menu for a party of 50 on January 12th 4:00PM. Need 2 Veg and 2 non veg entrees and 2 veg and 1 non veg snacks. 1 tray of Rice and 50 Naan. Customer could also add pictures Payment will be handled outside of the website (maybe can be built later but not part of this project)
