Build a Website -- 2

I need a simple website, with a form where user would fill out, then hit submit. That form will go to a list of emails on a database (Emails will be added by admin on the back in). I want users data to enter into the database where I can mass email them from the admin panel. a) The site will have 3 user groups: admin, submitter and receivers. b) The Webform will have the normal name, address, email, etc, but will allow "submitter" to upload a file to it (Word Docs or PDF) that will go to "Receivers" c) The Form will be routed to "Admin" for review, then admin can release to "Receivers". Form data will be routed based on selected category to match which "Receivers" will get it. (based on "Category" selected by "Submitter" on Webform. For example: CAT 1, CAT 2, CAT 3, etc.) d) I don't want users to have to register to the site. Visitors should be able to use the form, without restrictions, but I want a nice Captcha to prevent spams. e) I want a counter on the main page of the site to keep count and show a total number of "Submitter users" "Submitted Forms" and total "Receivers" f) When receivers get the form mail and click reply, the reply should go directly to "submitter". g) Admin Panel should have a nice dashboard to show daily "Submitter users" "Submitted Forms" and "Receivers" - Admin should be able to ban an email, name or phone number, basically any field on the submission form. h) Site should be SEO ready and fully responsive. (To be viewed on mobile with no problems). and that's it. Please do not bid for consulting. I need someone who can do this for a reasonable price. No misleading bids. Happy bidding!!
