Build Address List from ESRI Shapefiles

A client has forwarded us ERSI Shapefiles for a right-of-way survey. The files they sent for this project contain center-line data and have requested we source phone numbers and addresses for citizens (audience samples) living or working within 600 feet of a pipeline and another survey for those living or working within a half mile of a pipeline. We have a number of contact list vendors, but our company has never used shapefiles before, and we are looking for someone who is able to extract information we could send to our contact list vendors that they could easily use to identify houses within the required distances of each file (600 ft for one 1/2 mile for the other).
