Develop a web based game

We are a learning company and we need games that are engaging while answering questions. Take an example, let's say there's a swimmer swimming away from a shark, the more right answers the user gets, the farther he gets from the shark and vice versa. We need atleast 6 such games - and not just answering questions, but also filling up spaces, doing match the following, drag & drop etc while these games have a time-based activity to be completed. There also needs to be a way to add new questions and generate new instances of the game.
