The issues with buck converter are usually in layouting and support components choice. I may take a look the circuit and see what I can improve. I mostly design a circuit with KiCad so I can use the existing design and if needed I could build and assemble the first prototype to ensure my design will be working correctly. Time estimation: Design the PCB will be taking for around 2 weeks. Purchasing components and print a PCB will take a week. Assembly the first few prototype, 1 week. Budget estimation will depends on the component price that will be used.

I've experience with various PCB routing software. Actually I'm using Mentor PADS Standard Plus and Eagle CAD. I will convert your design in Eagle, make the necessary library components, and give you gerber files of the board and all other fabrication file needed (paste mask, BOM, placing file).
