I have already completed porting this program to compile on Windows using MSYS2. I can provide a pre-built program that you can run straight away as well as the updated source code with instructions on how to compile. In the process of porting the program, I also fixed several bugs. In the title of your post you mention porting to C#, but in the description say C++. If C# is what you require I'm afraid I won't be able to do that, however if you just want to run and compile the program under Windows then what I've produced will do that for you. I spent roughly a day porting the program, so my asking price reflects that.
