Set up app that allows households to request collection of trash. It would need the functionality to allow households to set up a simple account (using gmail or Facebook) and uses current location to set collection address. On the households account side they could also upload photos. On the business side of the app, local businesses can see the request, and photos and then bid to collect. The user can see the business offers and make a deal with one of the businesses. The site would need to allow functionality for potential businesses to request more information. The app also needs option for payment to be made by the business to the household.
