Android Java/Python Base64 decode and encode

I am developing a Android mobile app for a research project and part of the code is to base64 decode and encode data. We have been trying different Java and Python code and cannot get it to work, we have used an online base65 encoder/decoder and it works (see attached picture) but we cannot get the right results from the code. I need some one to write ideally some Java and Python code to perform the conversion. I do not need any mobile app developing just the code to convert the incoming data via Base64 into the correct data string as above.
