What you might want to do is add the second domain to exchange, assign the assiated mail address to the users you want and fix SPF records so you are not a spammer. If users want to only send from the secondary address casually they have to make the "FROM" button in their Outlooks, If they want it as their primary send address just make it primary for them

Exchange can be setup to relay emails to other servers and to collect emails stored in mailboxes on some other servers, therefore there should be no problem in setting up everything according to your wish.
