Develop simple CKEditor plugin to insert custom text

The plugin will need to add a drop down box that when a selection is made it will insert the following markup. <a href="#{$TITLE}" name="{$TITLE}">{$TITLE}</a>
The plugin will retrieve the titles via Ajax from a json feed. an example is here [url removed, login to view] the dropdown box will be populated with the titles
The plugin will need to support ckeditor 4.2.2
