Community News Site Redesign

My site needs a face lift! I have been working on this site for a while and I want to get it off the ground. I will just need PSD files or other format with the design. I can create it myself. Im on a low budget and I just need a simple design for a community news site. Specs: I want to use the logo that i have right now. Also I would like it to be 2 column design with the left column that holds the stories to be 75% larger than the right column or just a good fit. I would like 2 images (post classifieds), (post ads) like the one i have on the right in the main page. I would also like a mockup of one of the inside pages that will hold the story. I want the story on the left side and in the right I want space for ads. Also, this is a community newspaper so im open to change in color to make it a little more lively even if i have to change the color in the logo. I took my ideas from cnn.com.
