changes to vBulletin forums

We are looking a vB expert to finish off a vBulletin forums project. Our previous supplier claimed to be an expert, but in fact had only basic skills. We need someone who has a very good understanding of VB to finish the project. Although most of the work is done we need to make a few functionality changes AND polish the design (we can supply complete visuals, which we need to be matched).The project requires more than just a knowledge of basic vB skills as our design is a little different from typical vB implementations. Some CSS knowledge would be useful as well as an eye for design. Also note that, though we may pay via milestones, we will not pay either part or all of the budget in advance. There may be more work for the successful candidate. The attached PDF illustrates the design we want to create (though it has changed very slightly in recent weeks). Although we are nearly there, several changes need to be made to what we have.
