Create 43 easy webpages with all the suburbs for each city

I have a website that i need 8 state pages made for. Refer to the attached image file for the template address. The website is already designed, your job is to create 8 pages containing approx 43 City lists, each City heading must list all the suburbs in that city and have a href "#" You will need to find the lastest list of suburbs for each city. The city list can be found here: [login to view URL] Each website page is designed to be like a site index for my website. All Suburbs must be split into Cities alphabetically and in alphabetical order and across 4 columns. Followed by a dotted line break, then next city and suburb list. They must go alphabetical across the 4 columns first then down a row. - I dont want to see a crappy table, you must design the css to suit the site style and colour. you MUST show me your page design before proceeding to do all 8 pages. In total the 8 pages (QLD, NSW, TAS, NT, VIC, WA, NT, ACT) will contain a total of 43 cities combined. I need this completed in 2 days The list of cities from highest population to lowest can be found here: [login to view URL] This also show the State (which of the 8 pages to place the city in) My Wesbite address can be found on the attachment - download files from the web to use - ignor the menus and footers on this site, as it's only designed as a template, i will update the 8 html page files later to suit the site. You must add a blank href link and title tag to each suburb on the page of every city list in all 8 STATE pages. Eg of title and href link = <a href="/building-inspector/[login to view URL]" title="Building Inspector SUBURB">SUBURB</a> Sue the above on every suburb as the link but replace the word "SUBURB" with the real suburb in the list.
