Convert from PSD to HTML5

We have a requirement for someone to convert a supplied to PSD into HTML. There are 4 internal pages to do but the header and footer of the site will remain the same and the content for the page simply needs CSS styles and a small bit of layout work. You must optimally convert PSD file to HTML. Finally your HTML code should be clean and CSS file(s) should be written with logical and meaningful class names with comment lines. Pages have to be cross browser compliant. It should work consistently on a minimum of IE (7,8,9), Firefox, Safari,Mobile Safari(iPad), Opera, and Chrome. Should also work on Windows as well as Mac platforms. We will expect the developer to thoroughly test for the same. Images should be optimised for fast loading. We want work with the same provider for future PSD to HTML projects we may have.
