Animated TV Display Program (VB.Net Integration)

This is an update for software that I already have developed. My current software program is a stock market pricing system for every day products. For example, if batteries are selling well the price will rise and the prices of other items will fall. The software program is coded in VB.net. I need the new TV Display program to use a dynamic list of items that I can obtain from my database. In other words, we have to be able to change all values in the display. The look of the display is extremely important. I've included an image of the current display for you to work off of. I'd like the new display to follow the same format except I'd like to have animations. For example, when the prices change I'd like to highlight the biggest movers. In addition, periodically I'd like to display a graph of the overall "market". If you have any other ideas for animations/features I'd love to hear them. I need the look of the program to be similar to what you'd find in a video game. If you can help please reply. Thank you

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables):

a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
