Adaption of Gallery2 or other opensource picture gallery on my homepage

Dear Freelancers! I have a webpage and would like to include a Photo gallery where other users can upload their pictures. I would prefer to get an open source picture gallery, e.g. Gallery2, but I am open for your suggestions regarding the script. The uploading interface should be similar as: [login to view URL] You have to choose a city(of the photo) e.g. New York and then a more exact location within that city (e.g. Times Square). After selecting this one can upload the pictures. The gallery should be capable of: -visitors should be able to comment certain pictures -visitors should be able to rate pictures -pictures should have certain tags (e.g. New York) and the gallery should be able to sort and display pictures after tags -resizing pictures Optional (that is not a must): -fade in and window darkening effect.
