Barcode Embedding into Voucher as a Web Service

I want to realize a voucher-solution for a medium-sized brick and mortar business, i.e. electronic vouchers can be customized with an individual barcode in order to track who is recommending the business.
I am thinking of the following online process:
1. user enters personal data into database through web interface;
2. user indicates which voucher he/she wants to customize with unique barcode;
3. barcode with individual user id (e.g. email address of user) is inserted into the voucher;
4. customized voucher is emailed to user or can be downloaded,
5. if customized voucher is redeemed, then commission is attributed to the user whose customized barcode is embedded into this voucher.
May be you can think of a better solution. The better one shall win.

Sounds pretty good the way you have it. Build with a light and flexible infrastructure though so you can easily add on.
