Hi, thanks for providing a detailed description of what you need. I'd like to propose a slightly different approach, developing a Tcl/Tk application to do the CSV conversion, and packing this into a single Windows .exe file. I think that's simpler than using Visual Studio and Python, requires no special DLLs, and the Tcl/Tk code can also be used on Linux or OSX. I have extensive experience building GUI and data-conversion tools using Tcl/Tk. My proposal is to deliver clean, efficient, well-commented Tcl source code, a packed Windows executable, and build instructions, along with example converted CSV files. I'll also include any additional input CSV files created to test error handling.

I just kindly ask you check my name on google - Tamás Burcs, you can find all the details about me, my projects and professional attitude. For another ongoing project month before I created plugin, which making the same, but i prefer to use c# and CsvHelper (it is a 3rd party extension).
