Hello, Sounds like you are looking for someone experienced in RFID design. Your project description is a little bit lacking but are you looking for an IC built or an actual RFID product. If you are looking for the latter I can help you out. I have a large amount of experience developing RFID products. My business card(Which is posted under my portfolio) is one such example, and gets a maximum range of 0.25 meters from a standard smartphone and still draws enough power to run a small micro controller and capacitive touch sensors.
