Create Outline of image - Photoshop (MUST USE RULER)

Important: This will be an ongoing arrangement, price per image. Our company specialises in developing neon lighting for consumers. We will be attaching neon to acrylic which will be cut to the size of image. We need a designer to do the following: - Receive an image from us - Create an outline of the image in photoshop (red colour) - Use the ruler to measure the outline and scale the image to the required size. Must be in 0.9m increments. - Add our logo in the corner so it can be etched (blue colour) - Send a vector file of the outline in either EPS or DXF for laser cutting. Additional instructions can be found here ([login to view URL]) An example is attached. We need the cloud and lightning outlined and scaled so the outline is 1.8m long. Very important that the user knows how to use ruler accurately as I will also measure the outline on the image upon file transfer. Any questions, please ask.
