Capture/Splash Page Editor

I am looking for someone to build a script that will let my members edit and build their own Splash Page, Capture Page, Peel away ad or banner ads...While letting the member customize and edit Pre-made graphics available to them on the site... Basically the script would be a WYSIWYG editor or HTML Editor for our members that is a, what you see is what you get editor. The graphics for the site will be done in house so the programmer will not have to worry with that..But the script must be very easy to work and use for the members... Also we have premade non editable capture pages that I would like installed in the system...These capture pages would be editable for our members through the script that is built by you...
